I know you're supposed to return secondaries within two weeks of receiving them, and I'm worried that if I apply to 15 schools and all at once, I'll have 15 secondary applications to fill out in the course of 2 weeks.

Do people stagger their primary applications to help with the workload or is that a bad idea? Like maybe submit the application to 5 schools one week and the next week, add another 5 schools?

Do you really need to fill them out within 2 weeks? I thought that was just a guideline.
 
No. You have a four week interval inbetween when you submit your primary and when you get released to schools/get secondaries. Use those four weeks to prewrite your secondaries.

You can get prompts for the secondaries from the school specific threads.

You could pre-write some of your secondaries with previous years' prompts (the Search bar is your friend). From what I can judge, most of them overlap to an extent so you're not writing about ABC in one of them and XYZ in another. You're writing ABC for one and ABZ or AYZ for the other.

He was saying that assuming that the OP hasn't submitted the primary app yet. You should get the majority of your secondaries very soon if your AMCAS app has been verified.
