starting a pharmacy? what do i need?

I've been in retail pharmacy since 2001 and have decided that I want a change of pace. my current contract with my employer is up soon (I call it my blood money) and I have decided to start my own consulting pharmacy as there is a big need for such a pharmacy in our local area. currently there is only one pharmacist who does it and he flys in from out of state once a month to do so. I would mostly go to nursing homes, rehab housed and such and review medications per law. since I have been working retail I do not know what all is entailed in consulting pharmacy (save the 2 or 3 rotations that I did in pharmacy school) so I assume there will be a little bit of a learning curve. but here is my question(s). what all do I need to do to accomplish this? I have little money saved so I need to do this right the first time. I assume I need a local business license(s). Do I need a pharmacy license? as I would not have a real pharmacy in the sense that there would be no physical location? I live in a border town so I have dual licenses. do I need to get approval from both states? or can I be based in one and practice in the other as I have multiple state licenses? But some how I doubt I can just start up my business without any red tape. anybody else start up a consulting pharmacy that may give me some advice, some direction or lend me an ear? I have lots of questions.

they may be able to point you in the right direction.
