It might also be God's plan for a student to go to the Caribbean and flunk out or barely make it into an FM residency or never make residency. Could it include a a highly competitive residency? Sure. But it seems like that's not God's plan for most IMGs.

Where your thoughts are wrong:
1) You say they "barely make it into an FM residency" - This states as if there is an in between from making it and not making it? Do you mean SOAP? SOAP highly favors US seniors more so than the match.
2) "that's not God's plan for most IMGs" - most implies more than 50% whereas the USIMG match rate for 2013 was 53%. This includes all carib and not just the big 4.

"Barely making it into an FM residency" could mean matching at your 15th and last ranked program, or only getting one interview and matching their, and so forth. You're either intentionally being obtuse, or you're an idiot. Pick one.

The statement "God's plan for most IMGs" is referenced towards the placement of IMGs into very competitive residencies. That is why I placed it after saying that IMGs COULD place into competitive residencies, but it is not the norm or typical. In fact - the scenarios I mentioned were potential. It's also possible that an IMG easily matches into FM. And as the poster above said, "barely matching" could mean matching to your lowest ranked program, SOAPing, or ranking a bunch of EM programs and getting placed into the second of your two backup FM programs.

More than anything I'm criticizing the poor theology of Paul Darlington. Sure - it could be "God's plan" for an IMG to place into a highly competitive residency, but It's not "God's plan" for most. And by the same logic it's "God's plan" that 47% (by your statistic) don't place at all.

Saying, "I'll place if it's God's plan" is nice... but it still doesn't negate the fact that 47% don't, and the 53% that do are not in terribly competitive programs. If you want to subscribe to TULIP calvinism, that's fine, but you have to recognize that it's as much (and more frequently) God's plan to not place an IMG at all than it is to place them in a ROADs specialty.
 
There are more MD schools opening and there are schools that are increasing their class sizes. Not only does this mean that there are fewer spots to go around, there will be much more competition for each spot. It's already happening where people are applying to more residencies than ever before. This leads to huge expenses for the applicants and wastes time for the people reviewing the applications. A big portion of that jump was probably due to the all-in policy which they do mention in that article. It's hard to predict what will happen in the future but from what I recall, only 50% of IMGs match and that's from the portion of those students who made it far enough to rank programs.

In 2002 there were a little over 5,000 spots more than US MD graduates. In 2013, there were over 8,000. According to this, residency spots are rising faster than US MD spots are.

Edit: I realize that DO schools are filling the gap more, but it doesn't mean that the end is near for IMGs.

There was a big uptick due to the all-in rule. Besides the all-in rule, residency program growth has been quite stagnant. That's part of the reason why AOA caved to ACGME control of all residency programs, because they realized their students would be hurt by any continued discrimination between MD and DO applicants.
