step 2 timing

As early as you want to. You don't have to report the score to the programs if you don't want to. And you can ask your OME office not to put it on your Dean's letter, although you may have to explain why.

I dont know about going to the OME part...

But, if you have already taken both step 1 and step 2 by the time you submit your ERAS, and you electronically submit to the programs of your choosing, they will get ALL your scores. You cannot pick and choose which programs get which scores. So if you sent step 1, then you will also be sending step 2.

As far as what's the earliest you can take step 2 without them getting your scores ... I would say that the earliest you can do that is maybe 2 or 3 weeks before you submit your ERAS, if you really wanna push your luck. Cuz it took me about 3 weeks to get my step 2 scores, and so if you take the test, and you dont have your score in by the time you submit, then they wont get it.

AND, it must be noted that they will not get the score ONLY if you choose NOT to automatically have ERAS re=transmit all your new scores. If you choose for automatic retransmission, then all the programs you sent your original USMLE step 1 score to will get your step 2 score

This is from my ERAS, under the USMLE section:
"Do you authorize the transmission of your USMLE transcript, by the NBME, which includes a complete history of your Step scores at the time your request is processed, and, if applicable, the release of your NBME passing Part scores?
Select yes to automatically transmit your licensing examination scores, as stated above, to the residency programs you designate in Programs. (FLEX scores are not available through ERAS.) Later you will need to assign the USMLE transcript to each program that you want to receive your scores. If you do not assign the transcript to a program, the program will not receive your scores. (See Programs). Your transcript will include the "

And here is the retransmission instructions:
"Do you authorize the automatic retransmission of your USMLE transcript if Step results, which were not available at the time your request was processed, become available during the current ERAS cycle?
Select yes to automatically transmit previously unreleased USMLE Step results, as they become available to programs you designated in Programs. This option is IRREVOCABLE, affects ALL programs to which you assign USMLE transcripts, and transmission may occur BEFORE you receive notification of the results of the examination."
