Hey guys, I'm trying to apply for step 3 and very confused about the requirements, especially the certification of identity form, where do I find this notary of public person to sign the thing and what do I need to provide when I see this person? thanks

You'll need to provide them some government issued identification which has your photograph and signature on it.

In the US, public notaries would include (from Yahoo answers):

You can get a document notarized (certified before a notary under penalty of perjury), in many institutions, such as banks, savings & loans, realtors and title companies, some lawyer's offices, and other secretarial services and offices, such as UPS or FedEx/Kinkos, or Mail Boxes, Etc., or Mail Box USA, and many other secretarial services. Some notaries even will travel by car to your location. Just check your local phone book under "Notaries".
