about the 2nd day of the step 3, is there a tutorial that you can skip before you do the CCS cases and then you can get that extra time added on to your break? Or is it mandatory to go through the tutorial?

You can skip through any tutorial. Time will not be an issue on the second day, since most cases you'll be done in 7-10 minutes. The main reason to skip through is due to lack of patience...which runs very thin by that point in the exam.
