I just finally got my stipend and bonus, and I have no Payroll taxes listed, just state and Federal income taxes. Is this correct? Shouldn't I be paying payroll taxes?

Yes it's the HPSP stipend. No I have no dependents. So, no payroll taxes except for ATs? That's good to hear.

With the stipend rolling in, I wanted to let everyone know that I get $860 every two weeks or $1720 per month of the 1905 gross payment.
I live in Philadelphia, PA and have no dependents. That is somewhere around 9% for state + federal income tax.
They should also be deducting ~4% city wage tax in Philadelphia AFAIK. So use you may want to investigate before you start spending it all.
Because otherwise it looks like he is asking HPSP what the stipend is for. Really I think this punctuation is ok but I like "What's the stipend for? HPSP?"
Eff. Are you sure that federal DoD funds are subject to this tax?
I am not going to budget for a tax that isn't being withheld. If at a later date I have to enter into a repayment plan with the city then so-be-it.
However, if you are receiving a scholarship or a stipend
as part of a degree program, and you do not provide a service then you do
not owe the City Wage Tax.

I think that justifies not paying the tax. However, I can just as easily imagine the city saying you are a reservist and that what you think is a scholarship is actually military pay. I am extremely cautious about these kind of tax situations though and am skeptical of anyone who says that I won't owe any particular tax until I see the regulation/rationale in writing for myself. I have seen other people (NB. Not in a military pay scenario) who assumed "well if it isn't withheld I don't owe it". Come tax time they were in for a rude awakening.

Its because i'm asking if it is FOR HPSP. Duh.
You don't have to pay Social Security or Medicare on your stipend or bonus.

have they sent you guys any statements that explain this? since my move, i haven't gotten any and i changed my address already via AFIT and have done a change of address with the post office. my last deposit was $855.

I think unless you inform them otherwise, they send it to your Home of Record. I told them to send it to my school address. I am told you can fix it using the AFIT website. I'd go ahead and check on there. https://www.afit.edu/cip/
it says on there to change your contact info (which i've already done) and you will get pay statements at that address (which i do not). i guess i'll have to contact someone.🙄
Yeah, I had the same problem. When I contacted AFRPO/FMFQ-P to ask why I hadn't been receiving my LES, the mailing address they provided to me was my old one. I checked on the AFIT website and it lists my new address. Wonderful. So I re-updated my address again on AFIT. I called AFRPO/FMFQ-P again, several weeks later, and they still had my old address and told me to update my address on AFIT. 🙄 There must be some kind of glitch in the AFIT website processing. I ended up solving the problem by requesting a change of address directly with AFRPO/FMFQ-P. All you have to do is fax them a letter, including your name, SSAN, and new address (check the AFIT website, under current-->money matters-->pay, for the fax number). Now I'm finally receiving the statements.
