Submit primary application while still working on clinical hours?

I've been reading that it is best to send your primary application in as soon as possible so it can be verified. My problem is that my clinical hours are still on the low side, but I am working right now to vastly increase them. Should I still send my app in without the clinical hours I expect to accumulate? Thanks.

Best advice is if you do submit and submitting early is helpful I would only include the hours you did. You can note that you plan to continue more hours when you describe the activity. I did this.
