submit secondary app now or wait for additional LoR?

I've got some secondary applications filled out with three LoRs ready to go. However, I have a few more LoRs pending and though the writers tell me they are working on them I have no idea when they will be finished. Should I wait for all my LoRs to be finished or should I just submit the finished applications now?
