If I wanted to submit my primary at the first date possible (6/1), and my secondaries on the first date possible (~6/20) when would I need to turn in my letters of rec? Do they need to be in before submission of primary or before submission of secondary?

The schools won't look at your letters until they receive your secondary, so technically you don't need them until then (there is no LOR deadline, and they're not required to submit your AMCAS). Also AMCAS data wasn't transmitted to schools until June 29th last year, so the first secondaries didn't go out until then (I received most of them in early July, but some as late as August).

Also, first date to submit this year is June 4th, not June 1st.
