Submitting Secondary before Verification?

I received a secondary from a school, but my primary hasn't been verified yet. Should I wait until its verified to submit, or follow the two week rule?

It likely won’t matter much since they won’t consider your application complete until your primary is verified.

Personally, I would wait until verification is complete so that I know there’s nothing that needs to be addressed, and have everything pre-written so that I can submit it the same day that I receive my AMCAS application processed notification.
