would taking 12 credits just this semester raise any questions in the application process? Also, if I'm thinking of graduating early, would I be penalized in the application process by only taking 12 credits and then graduating early

No and no, as long as you have done enough (during your other semesters and extracurricular activities) to demonstrate the qualities that are sought after for admissions. Schools do not expect a full course load every semester.
