The question reads:

For the following open ended U-tube, what is true of solution Z:

I am having a hard time seeing where the cutoff is for water and solution Z. Could someone explain how to arrive at the correct answer please?

MY BAD! This is TBR Physics Section 7, not Gchem.
No matter this is a Gchem or physics question, it is a pressure question. One thing is that the solution Z is less dense than water, because Z has a greater height, so A and B are eliminated. The choice is between C and D. The bottom of Z solution is simply water, so we only have to consider about the segment above the bottom of Z. At the bottom of Z, the preesure should be equal to the pressure on the opposite side at the corresponding height, so Pzg(a+b)=Pwg(b)--->Pz=b/(a+b)*Pw
