Passage VII in Section V (Carbonyl Reactions) #42

They say compound A reacts positively for the Tollen's test (which indicates presence of a carbonyl group) after compound A is treated with a "strong base".

Compound A is confirmed to be a primary (or secondary) alcohol. So I just want to clarify how compound A reacted positively for the Tollen's test.

How does reacting a primary/secondary alcohol with a strong base lead to a carbonyl?


Edit: A second question I have from this passage (unrelated to my first question) is that the passage mentions use of the Baeyer-Villiger Reaction (oxidizes a ketone into an ester). Is this something I should know?
