I'm actually very familiar with the schools in both regions as I'm a hilljack and my wife is from Philly. Pitt & WVU are the best schools in the Western PA area, Rutgers & Temple are your best choices on the other side of the state. If it's between WVU and Temple....honestly, go to the one which is cheaper for you and/or has the best atmosphere.
Being as biased as I am, I can't think of a better place than Morgantown to have the true college experience. Ask anyone who went to school there...it really is a unique place like no other. The Scots-Irish individualist Appalachians mingling with tons of kids from NJ, VA, OH, and PA. It's seriously one hell of a melting pot. It's the most Northern Southern state, the most Southern Northern state, the gateway to the Midwest, and the Mid-Atlantic's outdoors playground. And the locals are great. People wave hi to you everyday. You don't know any of us, but we do it anyway. It actually freaks some people out. I remember I was on a rotation with a brand new resident from CA and he asked at the begining of his first day of rounds, "Why do people keep waving at me?" Heh. Good times....
Though some people prefer a gigantic metropolitan area. Right in the heart of the East, too. NYC, DC, Baltimore, and even AC for the gambling addicted...all within a short drive. The inner city is great. One of the few places where people still have an original-ish culture. I still crack up ever time I hear anyone from the area say "water."
But like I said - weigh everything.
It's easier to get around and cheaper to live in Mo'town, but there are more things to do in Philly. If you want to hit up say, I dunno, Dave and Buster's, it's an hour drive to Yinzertown from Morgantown - which isn't that far away relatively speaking. However, at Temple it's a short drive down Broad and across Spring Garden and you're there.
And of course the area around Temple scares the bejesus out of me as I am a backwoods cracker that has seen too many episodes of The Wire for his own good. Morgantown is much more relaxed and has a waaaaay lower crime rate. There was *one* guy murdered in town last year by his psycho nurse wife and it's still the talk of the town. In Philly a dude gets murdered and it's on page 3-E of the Inquirer.
