Testing Site Location

You should ask NABP, but i think it's specific to your state. Since some states have their own respective law exams. I think once you take the tests, you can transfer the scores to other states.
 
You can take the test anywhere. These are done on the computer - the testing site just loads that state's exam. When I was accepted to residency in a state different from my current license, I had no issues signing up and taking it in a different state. It might only make a difference if the state is a non-MPJE state. Not sure how those states handle law exams.
