Tech would send their students to Lubbock, Odessa and Amarillo (which they already do). I'm from El Paso and when I interviewed at Tech (El Paso campus), the profs I talked to said that Tech would probably completely remove itself from El Paso, thus allowing UT EL Paso Med school (?) to be just another independent program. I think the focus on keeping students there will be made by getting tons of local applicants (recruitment, pre-college, college programs) and thus family, hometown loyalty would aid in keeping doctors there. Further, the fact that you have a medical school dramatically increases the # of health care providers in the city. I'll be attending Southwestern next year, but will hopefully be part of the Border Health program whenever I finish med school/residency, blah blah.
