Is it a good idea to send a thank you/optimism for still being considerred/I intend to attend if accepted letter if on hold to be reviewed at next committee meeting.. I also think I'm going to enclose a CV. Overboard or a good idea?

I don't think it makes a huge difference. However, it certainly doesn't hurt. Ask PCOM if they are receptive towards these actions.
