Let's say you don't know the answer to it completely for the roman numeral type questions

You know that II is correct, but you are on the fence over III

Do you pick II and III
or do you just pick II Only

I have the most trouble with these types of questions spending too much time trying to pick it apart.

I know people advocate POE for these, and I use that...but how do you go about making you decision when you are on the fence about one of the options

I look at the answer choices and see which they're trying to make me choose between. You can tell a lot about the answer from which options they give you...it's difficult to explain, because each Q is different, but that's the advantage you get in an MC test...they can't help but give away some of their thought process just by ASKING the question!

Say the choices are:
A. I only
B. I and II
C. I and III
D. II and III

"I" appears 3 times, so it is likely to be correct. Sometimes this can help. But many of the times, "I" can be easily determined to be correct... I would just guess if I were you.
