Assuming that both have identical ECs,

One student has
cGPA: 3.81
sGPA: 3.62
MCAT: 28

The other student has
cGPA: 3.55
sGPA: 3.4
MCAT: 33

which has the better chance of getting into a better medical school??

why so?
is it because MCAT is so much more important?

It seems to me that the MCAT is just standardized so both were at an equal level.

Theres no real way to tell whose program was "harder"

Oh sorry, both go to the same schools
But I know what you mean, the classes could have been different

Not to mention the schools GPA distribution is unknown, but probably not more than 1 stdev away from each other, whereas the 28 vs 33 MCAT are at least 2 stdev away from each other.

its been my expereince that student one doesn't have a shot at allopathic medical school.

According to this AAMC data table student one has a 0.8% advantage. Given that the 3.81 is much closer to the middle of the 3.60-3.79 range than the 3.8-4.0, lets just drop student one into the lower range. After the drop, student two has almost a 14% better shot than student one.
