What options do MD/PhD grads have in this area, particularly with the Rand Corporation and other such entities? Banking has been discussed as a nontraditional field for mudphuds; this has not.

Government. For example, many of the NIH administrators and program people are qualified scientists. Industry is another choice. As a society, we need prepared and good people in the pharmaceutical and biotech industries. There are also medical publishing (eitors/writers)who are needed. Lastly, the biotech investing individuals providing advice in promising markets. Think tanks might provide you a choice, but not many jobs in that area. However, having done an intership in DC at a congressional office might provide you with the edge to succeed at a Think tank.
