I'v called 4-5 car rental companies and they all state they do not rent cars to people under 21.

Taxi seems highly unreliable, any suggestions? What are you guys, who are flying to take test , doing ?

Have you used a taxi before? They are very reliable. You have to make sure to call two days ahead, then one day before to remind them. Then again, that morning (couple hours before when you plan on leaving).

Check if the city has bus routes, too. Buses are usually on time, but may experience delays from 5 mins to 20 mins max. Less delays if you are in a busy city because there is a bus that comes every few minutes. Use Google maps function for this. Will save you time of learning how to read bus routes.
 
A taxi is more reliable than a rental car in some ways. If it breaks down or gets in an accident, they will send another taxi for you.

Source: I took a lot of taxis a few years ago. At least 100 taxi rides. They never did break down or get in an accident, although I did ask about the protocol if that happened. You talk about all sorts of things when you spend that much time in a taxi.

Uber and Lyft are less reliable than taxis in my city, but Uber has a nice iPhone app that shows you exactly where your car is on the map. So you can see exactly how late your Uber will be. "Oh, my Uber is 5 miles away, but it was supposed to be here 10 minutes ago. Okay. Well, at least I have an interactive map of where my screw-up car service is. Technology."
