thoughts on a "sneaky" idea

You'd never get away with it. Any quick state board search will show your date of graduation. I'm trying to follow the logic of why you're considering this.

Go work in a state where you can land a job, not just the state where you want to work or live.
Assuming you can pull the plan off, how are you going to feel if after a year they tell you they have no pharmacist positions for interns at the moment and they wish you well in your future endeavors?
Hint, some states do not require intern hours...although if you have no experience whatsoever, you will have an extremely rude awakening if you do land a position

Wait, your plan is to get paid as much as a pharmacy tech for an entire year after you graduate? While your student loans are accumulating interest? A year to study for the Naplex? Buddy, you are going to forget more than you learn in that year. This sneaky idea doesn't seem to have any benefit. Are you just trying to run away from the responsibility of being a pharmacist?

how could OP graduate pharmacy school and still think earning 1/3 - 1/2 wages for a year be a good idea? Mind blown.
That's why I think resident IQ temporarily drops in their final year of school to accept such a preposterous deal.

So, lying on an application to a state pharmacy board generally counts as grounds for rejection of the application or future revocation of the license if caught. Pharmacists don't have to be geniuses or all-knowing with drug knowledge. We don't have to always have the best customer service skills. But we are expected to exhibit a degree of integrity. You are very literally flirting with ruining your career before it even begins.

Residents have to be licensed pharmacists....since he's planning to study for a year before taking the NAPLEX, he won't be able to be a resident.

While it's shady, it's definitely not a Sparda idea. He's all about that hustle. No way would he consider a scheme like this that results in him making less money. He'd find a way to work a deal to get an employer to vouch for the intern hours with some creative accounting involved.

Yep. What I'd do is find a job at an independent pharmacy. I'd tell them I'll take $5/hr less than market rate in exchange for them vouching that I worked there as an intern for a few years.
