Timeline for application to masters programs (SMP)

I apologize if this has been asked before but I am not familiar with admissions standards for the SMP application process at all and just want to know a couple of things for a friend that's hoping to apply to an SMP.

How rolling is the rolling admissions for the masters programs? For example, I know that the deadline for the Rutgers MBS program (Medical/Dental Scholars) is June 15th or 30th, so does that mean there's a good chance to get accepted as long as you apply by that time? Or have most of the seats already filled up by the deadline? For example, I know that many dental schools have a deadline of Dec/Jan/Feb to submit an app, but applying that late gives a very slim chance of receiving an interview.

Also, what kind of GPA would be acceptable? What GRE score would be acceptable (if the GRE is used in place of the MCAT/DAT)? How many people apply to these programs on average and how big are the class sizes?

This information would be helpful. However, I looked for the same answers and have found slim to none for the med scholars' program. Ton for dental ones though.
