TMDSAS, Grade Replacement and TCOM

I am a non-traditional applicant looking to leverage grade replacement into a successful TCOM application in 2018.

I have read several times that my home state of Texas is regarded as one of the comparatively easier states (in contrast to California for example) in which to gain acceptance to medical school.

However, I have trouble reconciling TMDSAS' decision not to use grade replacement with the opinion that Texas provides innate benefits to in-state applicants.

Is Texas' perception as an a easy-street for in-state applicants exaggerated on SDN, created solely out of the Fresh Start program or something else entirely?
 
It's the amount of schools we have and our MCAT averages being lowish for matriculants. TCOM's entering class of 2015 has an average MCAT of 28 while Texas A&M has a 30.48 MCAT average. You don't even dare to apply with these numbers in Cali.

Not that this addresses your question, but if you want to stay in Texas and need to take advantage of grade replacement, keep in mind that UIW in San Antonio plans to admit its first DO class next cycle (Fall 2018 start). Good luck! As a private school, it will not use TMDSAS as far as I am aware.
