To whom should I address/send a Letter of Intent?

It's that time of the year when I finally send a Letter of Intent to my dream school. While I understand that SDN AdComs view these LOI's as useless, I want to take the chance. However, I'm not quite sure who to address and email the LOI to (there is no portal for me to upload it to). I was thinking to send it to both the Dean of Admissions and the Admissions Office, but I'm not sure if that would come across as annoying to the Dean. I would love any insight from someone knowledgable on the subject.
