TOEFL before FPGEE?

Hello Friends,

I am posting this for a friend. He is wondering if he can take TOEFL before taking FPGEE? Any replies/advice would be extremely helpful. Thank you in advance!

it doesn't matter , before or after, just you want to make sure to pass toefl within 5 years because fpgee has expiration of 5 years , it was before 2 years so thing keep changing . good luck with toefl
