toluene+ (H2So4/HNo3) Why NO2 para is favor over SOH3 para?

H2SO4 is just the reagent for this reaction. It will act like AlCl3 does for an alkyl halide.

Plus, you need to have fuming(extremely concentrated) H2SO4 in order to attach SO3H to toluene. Regular H2SO4 wouldn't do anything.
