Too late to apply?

If someone submits their aacomas app now and gets secondaries back, is it too late for them to apply? Would they probably get rejected or waitlisted if they have everything in ASAP (by mid/late november at the latest??) Does it depend on stats? (btw, this is for a friend to whom I have recently introduced osteopathic medicine and who really wants to do it)
his stats are
-3.4 or so Science GPA (3.3 or 3.4)
-3.6 (or 3.5) overall
-Graduated undergrad from a REALLY good private institution
-28 MCAT
-Finishing up an MPH in international public health
-EMT for 4 years
-LOTS of clinical experience
-Research exp. done during MPH program
-LOTS of volunteering experience and leadership experiences in undergrad (president of several organizations including International Association) and volunteered with refugees
-No DO shadowing

Input is greatly appreciated
 
Stats are okay, but the two things working against them are
1)time and
2)No DO letter.

I'm guessing that they have already applied to MD schools and aren't quite getting the outcome that they were expecting or feel they deserve, so they're thinking DO as a last ditch effort. Although I'm offended by this if it is the case, tell them that if they apply in the next couple of weeks and get a DO letter by secondaries (around mid-late December) they have a 50/50 shot, but it's not going to look great.

No, it's not too late. People with lower stats than you apply in the spring and get in.

You had better find a DO and shadow them over the Christmas holidays. Then, you can get a letter in before it's too late.

Yup, but you greatly limit your options without one. In addition, even if they don't require one, it is better to have one than not have one.

He has not applied to MD schools at all. He's a good friend from college and he went to get his MPH after undergrad and now that he's almost done, he realizes that he wants to do something in medicine. He has started applying to Physician Assistant programs, and I just started telling him about Osteopathic medicine because I knew he'd love it. He knows he wants to do DO, he just found out about it a little late in the game.
So youguysthink not having a letter from a DO is a big hindrance? I think there are a few schools that dont' require one and he's definately applying to those.
