Another thing to keep in mind is that rotations at Touro CA are spread out all over the bay and Central Valley. Their largest clinical partner is St. Joes in Stockton and it would be highly likely you would end up rotating there. Touro NV on the other hand has rotation no further than 45 mins from Henderson— i have heard that the quality of those rotations though are suspect.
Mare island is pretty isolated from Vallejo and it is very close to other areas in the bay if you wanted to enjoy the local area. You can even take the ferry directly to SF if you wanted to.
Given your pros and cons I think i would lean Touro NV mostly because you can live with family and reduce how much you have to pay back in loans. Congrats!
