Cy stands for parts per million. So let's just say it's some number like Cy = 8.
That means in 10^6 parts of something, 8 of those parts are y.
To get the fraction (representing how much y there is in the total amount of stuff) we divide Cy / 10^6.
To get Py (partial pressure), we multiply the fraction by the total pressure Ptot.
