Transcript has to be submitted even if no credit earned & transcript withheld?

Sorry if this is a stupid question, but I'm wondering what happens if one of your undergrad institutions is withholding your transcript because of your debt, and if you didn't earn any credits there, do you still HAVE to clear the debt and submit your transcript from the school when applying to grad / professional school? Or is it possible to report in a different way, such as having the undergrad school write a letter or something to the school you are applying to?

If you owe money, you must have taken a class. I mean, why else would you owe money?

If you really do not have ANY credits at a school though, the school would not even have a transcript for you and you would not need to submit an empty transcript to any grad school or AMCAS.

Also, if they are not willing to send a transcript, they are not going to write a letter saying, "Hey, we're not going to send a transcript cause this kid owes us $$, but here is a letter saying he does not have any credits at our institution." That does't really make sense.

Keep in mind that owing money to a school prevents you from receiving federal Grad Plus loans (I am pretty sure this is the case, may be mistaken) This means the debt is something you will need to clear up before med school anyway.....
