Is it essential to get our Sevis record transferred from our current
US school to UPenn before April. UPenn could issue the I-20 before
April but, could the transfer of Sevis information take place a month
later?

Once the original school releases your SEVIS record, the new school has 60 days to get your new record in so a month should be OK. For more information, please check travel.state.gov.
