Transferring or Starting Over?

Hey Everyone!
I am trying to figure out my options. I am contemplating transferring, but I also want to know if it's possible to start over again (as in retake the OAT and apply as a new applicant). Any suggestions?

Why would you want to start over? What's the point of transferring? Did you perform poorly or just unhappy with the city?
