Without context this question is hard to answer. I agree that it's not going to reflect favorably though. I transferred quite a few times too but each move was from one state to another. If you have good reasons to justify the transfers, I think you'll be fine.
 
I want to transfer undergrad schools for the third time in four years. Bad idea?

I transferred undergrad once and in addition took summer classes at a community college. So I had three undergraduate institutions listed on my application. This came up at EVERY interview that I had. They wanted to know why. I really didn't know at the time that it was that big of a deal. I did get accepted to these schools which indicates that it won't kill your app but if you do it, have a very reasonable explanation because based on my experience, it appears to be frowned upon.
 
its a hassle in the present and future. u should be lazy in this instance and stay where u r at.
 
I transferred four times, I've went to about ten interviews at top to mid-tier schools and no one ever brought it up.
 
I'll second the comment about being questioned for # of schools on undergrad (4 - HS dual enrollment, main undergrad, summer classes and study abroad). I think it's pretty easy to explain though. Although a little frustrating because it tells me my interviewer spent not much time looking through my app.
