Do med schools care if you have transffered from one university to another? I mean only from an ok one to a better one. For example, Penn State to Yale, or Berkeley, or something drastic like that. Would they think this is a good thing, or do they frown upon this?

I doubt any school will care no matter what. You'll still have to submit your transcripts from all the schools you've attended and AMCAS or AACOMAS will decipher your gpa from those.
