Trying to figure out how rotations work

Is it possible to do required rotations at different institutions than your school has agreements with?
Like say my school is in FL, and has agreements with hospitals and clinics in the Tampa area. Is it possible to do my FM rotation in California if I find an institution in CA that will accept me?

You can do any rotation through VSLO, although this is typically only allowed in 4th year
