Turning in an application before adding a LOR

Is it a bad idea to turn in your apply before receiving and uploading the LOR from the specialty you are applying to? I'm still waiting on it but I want to turn in the application asap. I have two other LORs already uploaded.

I have been told to submit as soon as possible and add the LoR over time.

Don't wait for letters before submitting your application. I received a good chunk of my interview invites even before any of my letters were in.

DO match is open now. They also use ERAS.
