I know that it's pretty difficult to get into a UC med school if you're out of state, or just in general.

Does anyone know if they view you more favorably if you were born in California and lived there your whole life except for the past number of years of so?

I really want to apply to UCs even though I lost my residency years ago but I've read that some of the UCs have very low OOS acceptance rates.

I think UC Davis has about a 3%.

State of residency is among the least important factors to CA schools. There are more in state matriculants because CA has a super abundance of qualified applicants from our own state. 2/3 of CA applicants who get into medical school have to leave CA. If you have an excellent ap, go for it. If not, do not.

While you can get in out of state, you have to have way higher stats and it's far easier to get in with california residency. several OOS people with >36 MCAT and >3.85 GPA get rejected from UCSF without even getting secondaries. Apply - but don't have high expectations would be my advice.
