Apparently the following schools in Cali take applications from internationals/canadians:

USC-Keck
UCLA
UC Davis
UCSF

I heard that schools in Cali have very strong preferences for in-state applicants; is this true? Has there been any international applicants being accepted to those schools within recent years?
 
I don't know anyone that got in to those schools, but I do know someone who got into Stanford with a 3.99/41 ...... If you have good stats, I think applying to other top-tiers would be a better investment, since it's really hard to tell how those schools will treat Canadian applications
 
Don't hold your breath for Davis. Per the MSAR:

0 of 78 international applicants were interviewed
22 of 993 out-of-state applicants were interviewed--1 of the 22 matriculated.

I've heard that UCSF is the most out-of-state friendly but the MSAR doesn't look so great for international.
177 International applicants with 0 interviews...

If I were you I'd stick with the private schools like Loma Linda or Keck... Even then it's a bit of a longshot but you wouldn't be entirely wasting your money.
