UC SMP vs. Penn post-bacc

I just can't decide.
My GPA is a 3.49. Sci-GPA lower. Canadian applicant. 10/11/13/Q MCAT. strong extracurriculars, research, and clinical work

Notes:
- I'm excited about getting to take medical courses, grad courses, and doing a thesis at UC, undergraduate courses have tired me
- but most UC SMP grads go into UC med or other Ohio universities, and I'm not eligible to apply for these as an intl
- tuition for 24 semester hours at Penn will cost 22K, SMP with UC will cost 27K

So Post-bacc or SMP?

Questions:
- where do Penn post-bacc grads who had <3.5 coming into the program, and lets say a 3.7ish in the program, end up?
