You can still apply but I would advise you to turn in your secondary as fast as possible (once they email you with a link).

Thank you for wishing me good luck, but I don't need it. I actually got in last cycle, and I even applied later than you. Therefore, it is not too late, but I would suggest that you get your application in ASAP.
