Unable to Get Transcript

Posting on behalf of a friend who's in a bit of a strange situation: she's literally unable to get her transcript.

She's from Puerto Rico and the university she attended is currently closed due to the protests and financial situation on the island. They are refusing to issue her transcript/are unable to do so due to the closure.

She called AMCAS and was told that she could not submit an unofficial transcript regardless of the situation. They recommended she call the Board of Education in Puerto Rico. She called and was basically told tough luck; that there's nothing they can do.

She did attend a second university and transferred the credits there; but they show up as transfer credits on the transcript.

Is there anything she can do? Any recommendations? Is there a guide for this sort of circumstance?

What campus is she from? 8 out of 11 of them just got out of the strike so she should be able to get them very soon. I know that Río Piedras, even though is still on strike, the main offices are still functioning and sending transcripts. The other two are Bayamón and Humacao. I don't know if their offices are inside the campus and that's why they can't send them but there really isn't much more to do than wait. Classes should resume in June (hopefully) and she could send them then.

The whole ordeal is stressful, she is not alone in this. Tell her to hang tight, it could be over any time now. Good luck!
 
Unfortunately, she has no recourse for this. The transcript exists, the university is still "open" (as in not closed permanently), and there is nothing she can do to circumvent this officially. the only recourse would to contact directly the campus administration (ie president, dean, board of trustees, general counsel), the BOE in PR (president etc), and local officials, who may be able to personally get the registrar to release it. The outline to do this is

1) find out names, contact info, of all those who maybe able to help. Do not overlook assistants and secretaries to these
2) compose appropriate letter including copy of transcript request form
3) send email, fax, postal, to all these
4) keep log/spreadsheet of who you sent
5) followup with second emails, phone calls, etc

I'm actually not sure, but I know she still wasn't able to get transcripts as of these weekend and they aren't resuming classes? I can ask!

Just asked and she went to the main metropolitan campus of UPR....but it sounds like they still might be in the strike?
