Medical Unclear about whether a friend has a reportable IA – Medical Amnesty Question?

Hi, I am posting for my friend who is preparing to apply for the upcoming cycle and has received mixed signals about whether or not he has an IA he would need to report to medical schools. Some details about the incident: his freshman year he was escorted by campus security back to his dorm while intoxicated. They breathalyzed him and recorded the incident but documented it as "Medical Amnesty." He did not need medical attention and was not transported to the hospital... they simply took him home. After the incident, he had to take an alcohol awareness class. He reached out to his dean to ask if there was anything on his record and the verbatim response he received was that "there is nothing reportable on our end, but you do have an incident titled "Medical Amnesty" from freshman year."

My question is whether or not this would constitute an Institutional Action. I am unsure of whether the incident would even be reported by his school and if it is disclosed, it seems they would not be obligated to provide the details of the incident since it's filed under "Medical Amnesty." But at the same time, perhaps it would be better for him to get ahead of it and control the narrative. What is your advice?
Not sure if you know what "Medical Amnesty" is or not...but basically it is a law that protects you as an underage drinker if you are seeking medical attention. It was developed so that people would seek help if they needed it instead of being worried about getting into trouble for underage drinking.

Is this an IA? I would think not since that would be the exact opposite of what the law was intended for. I am honestly not sure why this would even be documented by your school at all. I am curious as to what the ADCOM on here will say about this as I haven't seen this question before.
