deserve = to merit, be qualified for, or have a claim to
un + deserve = poor people?

Random gramatical sidenote: Underserved is an adjective when used like "the underserved heroin junkie," but does saying "the underserved." make it a noun? Ie: "I really hate the smell of the underserved."

this is from the emory school of medicine website it is used like this on a lot of other school of medicine websites as well

Definitely a typo or the person writing that is a little confused. "Undeserved" is not a correct alternative to "underserved," "underprivileged," etc.
