I was checking out past unfilled programs on scutwork.com and have a question. If a program fills a spot outside the match (via FMG/DO/etc contracts), is that spot subtracted from the quota number?

Also, how concerned should I be about attending a program (prelim year) that has provisional accreditation? As I understand, new programs are given provisional accreditation - but are there infractions that can lead to provisional accreditation? Can this lead to non-accreditation, or is there another lower level of accreditation (a safety net)?

Can someone please explain the various levels of accreditation from full to non-accredited?

I can only reply to your first question. IMGs(FMG), and I assume DOs as well, have to go through the match just like everyone else. Thus the unmatched figures are unfilled spots after the match.
 
Are the figures on scutwork.com before or after scramble?
 
The spots listed on Scutwork are from the NRMP and do NOT include:

a) spots filled by pre-match contracts. DOs and IMGs are allowed (at least as of this writing) to accept contracts out of the match - while they may register for the match, if offered such a deal, they withdraw from the match. Programs are apparently only allowed to offer a certain number of spots outside of the match if they are contracted with NRMP.

b) spots filled during the scramble or post-scramble. These data reflect only spots filled during the formal match.
