I grew up in Winona, Minnesota (25 miles away from LaCrosse), so I can give you some info about the area. LaCrosse is not a large city and the university is not large either so if you are looking for a smaller city, LaCrosse would be the way to go. However, winters in the midwest can be pretty brutal. To be honest, I would choose Nova simply because of the better climate and larger city.
