Unreliable study abroad registrar for transcript matching forms

Hi, so I'm getting the feeling from reading Glimmer's amazing guide (which btw is awesome and everybody who needs help now should check it out first) that I'll need to request the transcripts from every institution I've been that had an effect on my grade.

I'm guessing that includes study abroad as well. I've studied in Univ of Melbourne and my past experience has taught me that no matter how often you email/call, the office won't do anything productive for ages until you go there in person. How can I mail the transcript request form to them, have them figure out what to do, then send it back internationally in a reasonable amount of time? Do I have any power over this matter?
 
Did you participate in this study abroad program under the sponsorship of a US or Canadian institution? If so:

"Study Abroad If you participated in a Study Abroad program under the sponsorship of a U.S. or Canadian institution and the international coursework appears on the U.S./Canadian transcript as regular itemized credit, only list the U.S. or Canadian institution on your ADEA AADSAS application. DO NOT list the international (foreign) institution. Arrange for only the U.S. or Canadian transcript to be sent to the ADEA AADSAS Transcript Processing Department. ADEA AADSAS processes study-abroad coursework in the same manner as U.S. and Canadian coursework." Source

If you did not have a sponsoring US or Canadian institution, then you will have to have the transcript sent internationally I'm afraid.

You can scan and email the form to them with the instructions of what to do.
