My friend went thru a change of status. So I have little knowledge.
You have a complete a form similar to certification of finances- something along the lines of you and your family can afford to pay the necessary tuition and fees and living expenses w/out on campus job. Then UPENN will give you I -20. With that I think u apply for loan. Once the approval of loan comes through, you have to file paper work for change of status from f2 to f1. Application forms are filled, you send photocopies of passport, I 94, loan papers ..... They are sent to USCIS service center and if they approve, you get approval notice that you new status is f1.

Alternately w/ I20 you can go to your home country and get a new visa stamp from there.

You have to be in contact w/ UPENN's international student office(I am sure you are) and get the ball rolling like right now. You dont have much time.

Also the processes are slightly different for different nationalities.

Thank you so much for your help,
do you have any idea when UPenn issued I20 for your friend and how ling did it take for him/her to be approved for F1?
