US Students doing Int'l Rotations

I know there is a topic for Int'l student to rotate in the US, but what about US students to rotate in other countries? When is the best time, 3rd or 4th year electives? Best way to contact programs?

I'm doing one at the end of my 4th year and doing it through INMED. They have plenty of sites for you to choose from. website www.inmed.us
The popular time seems to be in early 4th year, after interview season but before the match or after the match.
